942614 - Measure and dynamically cap storage usage

A friend of mine has just had Firefox Mobile use so much Storage space that her phone stopped downloading and applying security updates for all apps on the phone. That's a ridiculously bad situation, and given that Firefox was using 10x the amount of Storage of the next "fat" app, the user very rightly blamed Firefox.

We should really try hard to avoid ever being the cause of this happening. We should try and come up with some metrics on when the phone's Storage use is getting close to the point that try and free up something, anything, to avoid it. My friend was oblivious to the fact that security updates had stopped, and I bet plenty of other people have this happen to them too.
