1. Open "Settings" -> "Device Information" -> "More Information" -> "Developer", tap "Launch first time use".
2. Tap "Next" on "Language" page.
3. "Cellular" page appears.

Also the checkings that we do for the simstatechange are not needed. We have a bunch of code to detect if the sim is blocked for a pin. Shouldn't be executed since we dont have sim, but also we could try to avoid setting up any listener.

Flatfish doesn't support telephony. this is a bug, we should fix it. changed to 1.3+

I'm unsure why this would be 1.3 blocker specifically, as I don't recall work happening for flatfish on any branch other than trunk. Renominating for more discussion.
