1. Open "Settings" -> "Device Information" -> "More Information" -> "Developer", tap "Launch first time use".
2. Tap "Next" until "About Firefox OS".
3. Touch, hold and move the page on the "Welcome to Firefox OS ... " or the white space below the text.
4. The page can be moved horizontally, scroll bar shown.

the screen should be locked like other pages in the FTE. it's a simple bug. we should fix it. change it to 1.3+

I'm unsure why this would be 1.3 blocker specifically, as I don't recall work happening for flatfish on any branch other than trunk. Renominating for more discussion.
