The dropdown lists to select the timezone region and city are empty when tapping on them (in first time run and settings), the language picker in the settings app is also empty, so this seems to be a general problem.

Repro Steps:
1) Updated Buri to v1.2 mozRIL BuildID: 20131125040208
2) Complete FTE then launch Settings
3) Select Display 
4) Tap on Screen Timeout
5) Return to Settings and Tap on Language
6) Tap on the button for the language 

Actual:
Dropdown option menus are blank

Expected:
Dropdown option menus are not empty

This was broken by bug 929369.
