943083 - Regression: Margin added to top of page with ICS+ action bar and dynamic toolbar disabled

Originally from bug 942680.

1) Disable dynamic toolbar by setting browser.chrome.dynamictoolbar to false in about:config
2) Go to a page with an input box (e.g. about:config, google.com)
3) Click into the input box

Expected: The input box gets focused
Actual: The action bar becomes active (perhaps another bug) and a margin appears at the top of the screen
