STR:
1. Open http://benjamin.smedbergs.us/tests/ctptests/javaflash-hidden.html
2. Click 'Allow' in the notification bar, then 'Allow now' Flash in the pop-up

AR: The notification bar appears again asking to enable Java
ER: The notification bar shouldn't appear again, because I've already chosen what plugins I wanted to enable

That sounds reasonable for me, but i'm not entirely sure what the behavior is supposed to be here.

Actually this is a regression from bug 941714.
It also causes the following:
1. Have Flash on 'Always activate'
2. Open a youtube video
3. Block the plugin from the CTP doorhanger
AR: The notification bar for hidden plugins shows up, even if there is no hidden plugin
Blocks: 941714
bug 941714 didn't land on FF26 so how is this a regression from that and affecting FF26?

Nothing about this bug needs to block. Comment 2 should be filed separately, but still isn't a blocking-level issue.
