For a valid transaction and appropriate user such as the transaction created using the API in bug 9444519, return a valid receipt.

This is so that when a transaction is completed (or at a later date) we can install the receipt into the device and the client gets their goodies.

Note: that this might look awfully similar to mkt/receipts/views.py issue, except that does it for the app, rather than for a specific transaction for that app etc.

Besides an initial purchase, this get receipt API could be used to restore in-app purchase receipts on device
