945138 - [DSDS] BT cannot be turned off and search any device once turning it on, off and on.

If BT is on, turn it off and on again or enable/disable airplane mode, BT cannot be turned of anymore unless reboot device. BT toggle will be grey out.

* Reproduce Steps
1. Turn of BT
2. After see all devices in searching list, turn it off.
3. Turn it on again.

* Expected Result
1. Toggle switch is still avaliable for user to switch it off again. 
2. Searching function is working and lists all devices it finds.

* Actual Result
1. Toggle switch is grey out, user cannot switch it again.
2. Only shows "Searching for devices..." in "Devices in the area" section.

* Occurrence rate
100%

Hi Gina, I tried today's build still have the problem. I am testing DSDS with master build. I'll try again tomorrow.
