HsinYi, this bug seems need to have a webapi of enabling/disabling radio interface. You said you had create a bug for this purpose. Can you please add that bug in "depends on" list? Thanks.

Acceptance criteria from PM: 1) User should be able to put all SIMs and subscriptions in airplane mode. 2) It will not be possible to make any voice/data calls in this mode on any SIM. 3) A visual indication of airplane mode is necessary.
