If the user hasn't set up Sync, we should have the "Firefox Sync" option excluded from the share menu since it doesn't do anything useful and is currently just confusing for users.
I don't think it should be excluded but treated as another discovery point for Sync. Sync should be smart enough to handle first-time setup and then carry forward the request from the user to share (I guess the only tricky point is that it would have to wait for a Sync first).
Doesn't it dump you into Sync setup? Otherwise, I agree, but this should all be obsoleted by "Send to Firefox". Which I'm tempted to start working on, 'cos it's clearly top of mind.
