Unable to access preferences.

Reproducible: Always
Steps to Reproduce:
1.Go to preferences.
2.Select an item to set its preferences, ie History, languages, Helper
Applications, etc.
3.Some of the items display its window with preference selections, while others
open to a blank window without the selections.


I have ecountered this bug on several previous nightlies, but thought this bug
would soon be either reported or resolved. I hope this is not a duplicate, since
I could not find this bug doing a search of bugzilla.
