Steps to reproduce:

First, make sure the window is not a private one.

Then, two options:

1. Open enough tabs to fill tabs toolbar
2. Open a new tab at the right
3. Scroll tabs as much as possible to the right, to make the new tab fully visible.
4. Go to about:customizing in the new tab

Or

1. Open enough tabs to fill tabs toolbar
2. Click Firefox button (or whatever is it called in Australis)
3. Click Customize


Actual results:

Customizing tab is not fully visible, so I must scroll tabs in order to see its close button.


Expected results:

Customizing tab should be fully visible.
