Sorry, couldn't find a better description as I still haven't found the exact bottleneck. Currently it is hard to code smooth layer dragging functionality for Mozilla. At least you can't use the naive approach you'd typically use for IE5 and Nav4. I've attached a very simple testcase showing Gecko's massive performance problems. I'm not sure if it's a events or a rendering problem...
