Confirmed. Widget just goes into the palette. Which makes me think this is a bug on our side.

Looking at the IE Tab code, there is nothing that moves the button. Installing it on release Firefox, I also don't see the button anywhere. I'm going to move this to block addons instead of addonfixes, and mark as invalid.
Looking at IE Tab v2, if I install it, it opens a page on firstrun which prompts to add the toolbar button. Clicking that works. The toolbarbutton is somewhat missized, but that seems out of scope for this bug.
