150ms settings load time regression in datazilla (Dec 15)

On Dec 15 we experienced a 150ms cold load time regression. This is easiest to see on the inari graph because there are other, unrelated regressions on the hamachi in this time frame:

There were no gecko changes, so this was caused by a gaia change. Here is the range:

It looks like the main settings changes in this range were due to bug 947339 and bug 948856.

This was due to bug 948856 which has been backed out pending a better long term solution.
