951490 - When commenting on an attachment, the needinfo field makes it much harder to tab from the comment to the review flags

My workflow for reviewing patches went sort of like this:

1)  Type some comments in the textarea under the attachment
2 [review])  Hit tab
3)  Hit down arrow
4)  submit form.

Now that the needinfo field is between the textarea and the review flags, I need a lot more tabbing.

Could we make it possible to move the needinfo field below the review flags or above the comment textarea or something?

(Note that in the "edit attachment" view the needinfo field disappears altogether, btw; not sure whether that's purposeful.)

Will look at moving the needinfo UI elements above the comment textarea as well as the edit details issue. It will unfortunately be after the holiday before it makes it live as IT has blocked all unnecessary maintenance.
