Steps to reproduce:

In SeaMonkey, the Discovery Pane has a big gap where the Promos panel should be.  Inspecting the page shows this CSS file loading:
https://addons.cdn.mozilla.net/media/css/zamboni/discovery-pane-min.css?build=9bf4214

With these rules:

.seamonkey #promos {display:none!important;}

#main #featured-addons {margin-top:283px;}

The fix is simple:

.seamonkey #featured-addons {margin-top:0px!important;}
