95416 - If all windows are closed after "Downloading" dialog appears, nothing happens

If you click on a file link and the "Downloading" dialog appears, then close all
windows, then click OK, the process terminates and nothing happens.

Steps to reproduce:
1. Got to an FTP site (Think any site with a file link would do)
2. Click on a file
3. Close all browser windows that are open, leaving just the Downloading
xxxx.xxx dialog.
4. Click Ok

Expected results: File download starts
Actual results: Mozilla terminates

This seems similar to http://bugzilla.mozilla.org/show_bug.cgi?id=64089 but I
don't think it's a duplicate.

Verified this behavior on Windows 2000 and Linux.

also see this using 2001.09.04.08-comm bits on mac os x.

interesting: once the downloading [aka, helper app] dialog goes away, it still
looks like netscape6.x is running. at least on winnt [task mgr lists
netscp6.exe] and mac os x [netscape still has a menubar and is in the dock].

note: if i go so far as to save the file to disk, ie, get to the download
progress dialog, then close all the browser windows, the downloading *does*
continue successfully. after dismissing the download progress dialog, the
netscp6.exe process ends on winnt --but it still runs on mac os x.
