We should handle the /list and /whois commands better.
/list can print the list into the conversation or open the join chat menu (with the list available as an autocomplete).
/whois should just print into the conversation until we have a better way to display the information.

/whois and /whowas now split off into bug 954764 (bio 1332).
Summary: Handle /list and /whois for IRC → Handle /list for IRC

I think a good short term plan for this is to store the results of list, sort them (if possible) and print out the results in the conversation where /list was sent from (as system messages).
A longer term solution would be to use this to feed bug 953936 (bio 500) and bug 955013 (bio 1583).
