Hiding rolled up toolbar doesn't hide the toolbar

Hiding rolled up toolbar (e.g. Personal Toolbar) doesn't hide the toolbar until
you click the toolbar's rolldown button (or roll down the toolbar, show it,
then re-hide it).
Verified presence in 2001-08-15 nightly on:
Windows 2000
i686-pc-linux-gnu
Verified presence in Windows 2000 releases:
0.9.3
0.9.2
M18 (in short, this bug is ancient)
Note: I delete my .mozilla or Application Data\Mozilla directory whenever I
install a new release or nightly.
Reproducible: Always
Steps to Reproduce:
1) Delete Mozilla settings directory (precaution)
2) Open Mozilla
3) Click the rollup button on the Personal Toolbar
4) Choose View->Show/Hide->Personal Toolbar (previous state was shown, new
state is hidden)
5) Notice that the rolldown handle for the Personal Toolbar is still visible
6) Click the rollup button for the Navigation Toolbar
7) Notice that the rolldown button for the Navigation Toolbar (state: rolled
up, shown) as well as the rolldown button for the Personal Toolbar (state:
rolled up, hidden) are shown
8) Either of the following will cause the rolldown button for the Personal
Toolbar to disappear:
a) Choose View->Show/Hide->Personal Toolbar, rolldown the Personal Toolbar,
then choose View->Show/Hide->Personal Toolbar again
b) Click the rolldown button for the Personal Toolbar (state: rolled up,
hidden); the Personal Toolbar rolldown handle will immediately disapper
Actual Results: Toolbar was not hidden.
Expected Results: Toolbar should be hidden, regardless of whether it is rolled
up or down. (That's the Netscape 4.x behavior, as well as the logical behavior)

Yep. It's been around at least a year now... It's bug 48332: Can't completely
hide toolbars after minimizing them via grippies
