Steps to Reproduce:
(1) Minimize the Navigation toolbar or the Personal toolbar via their grippies
(2) Uncheck whichever one you minimized in View | Toolbars >
Exciting Result:
The grippy is still visible. Then, when you click the grippy, it disappears
(and the toolbar doesn't appear, since you unchecked it). This isn't correct
behavior, is it?

adding "collapsed toolbar" to the summary in order to make this bug easier to
find, and changing OS to All based on some of the dups.
