Steps to reproduce:
Activate "show my windows and tabs from last time" if not already.
Open site A
Open new FF window with Ctrl-N
Open site B in window 2
Open new (empty) tab in window 1
Close window 2
Close all tabs of window 1 but leave the empty tab just opened.
Close the empty remaining FF window
Start FF
Actual results:
Site B is opened
Expected results:
An empty tab should be opened

I get similar results. When I'm done looking at something, I try to open about:home before closing so that Firefox does not reopen what I'm done looking at. However, Firefox ignores about:home and opens my last tab prior to opening about:home.
It would be preferable if Firefox would not remember my last tab when I close my last tab. If I close Firefox by closing the window, that would be the desired action. But, when Firefox closes because I've just closed my last tab, it should not remember that tab.
