Steps to reproduce:
1. Enable the "Show my windows and tabs from last time" option.
2. Open some web pages in multiple tabs.
3. Close every tab, either with the mouse or Ctrl-W (closing the last tab will exit Firefox)
4. Start Firefox
Actual results:
The last tab is remembered and restored.
Expected results:
An empty tab page should be displayed. The last tab was closed and therefore should be forgotten.

You can get more or less your desired behavior by setting browser.tabs.closeWindowWithLastTab to false in about:config.

@kenkon@gmail.com If I understand what closeWindowWithLastTab does, I don't believe that's the problem here. Once the last window is explicitly closed, it should not be reopened when Firefox is reopened later. I should not be forced to quit Firefox explicitly after closing the last tab to dodge this bug.
1.) If I hit File >>> Exit when I have one tab in one window open, I'd expect that to reopen.
2.) If I hit Ctrl-W when I have one tab in one window open, and Firefox quits (as it should), I don't expect to see that window's content again when Firefox is restarted.
As Prash points out, in case 2.), "The last tab was closed and therefore should be forgotten".

There is related unwanted last tab restoration behaviour when launching Firefox with a URL parameter, regardless of the value of closeWindowWithLastTab; see https://bugzilla.mozilla.org/show_bug.cgi?id=1268969 (it doesn't seem to be possible for me to add this to the "see also" bug list).
