+++ This bug was initially created as a clone of Bug #952905 +++
customizeMenu.moveToToolbar and personalbarCmd can appear on the same context menu (nav toolbar context menu to be specific), so they should probably have different access keys.
A localisation note covering this will be landing shortly.
(Note that menubarCmd is also on that context menu, as it has caused duplicates in other locales)
