Description:
When user is in edit mode on homescreen, pressing and holding an app icon intermittently fails to allow user to move app icon.

Repro Steps:
1) Updated Buri to Build ID: 20140115004003
2) Press and hold any app icon on homescreen for three seconds to enter edit mode.
3) Press and hold a different app icon for three seconds
4) Still holding icon, attempt to drag icon away from current position

Actual:
Moving app icons on homescreen in edit mode occasionally fails.

Expected:
User is able to move app icons around screen in edit mode without difficulty.

Looking at the video it looks like you're hitting a fluffing issue : bug 942246

More specific STR:
1. turn APZ on 
2. Press and hold any app icon on homescreen for three seconds to enter edit mode.
3. Press and hold an icon that is in a row with other icons and hold for 3 seconds.
4. while still holding the icon attempt to drag down to the bottom and then bring back to the same positions (shifting other icons) and let go
5. Press and hold an icon in the dock for 3 seconds and attempt to move the icon

Expected: the icon will move
Actual: the icon will not move.

Note : This is repeatable 100 % of the time.

Does not reproduce 1.1 following the original repro steps. 1.1 Does not have APZ so I cannot test the 2nd set of repro steps.

I followed these steps but was unable to reproduce the problem.

I did notice something strange, which is that after moving things around a bit, the Music app became unmoveable (even after you exit and re-enter edit mode). Eventually I was able to get it to show up both in the main area and in the dock (I'm assuming the dock is the bottom row of 4 apps), with the one in the main area still being unmoveable.

I am also unable to reproduce on a Hamachi running latest 1.3 code. From the video it looks touch sensitivity problems, like the finger moves before the long-press finishes. Not really an APZ issue as far as I can tell.
