1. Enable data connection
2. Open Usage app and set it up
3. Open browser and go to several web pages
4. Open Usage app and check the data consumption shown

EXPECTED
The mobile data usage is shown fine in Usage app

ACTUAL
The value for mobile data usage is always 0.00 B. 
Also, for calls made and sms sent, the value is always 0 (these values are seen only with Vivo sim card)

This is a regression as it was working with yesterday's 1.3 buri build (01/16):

Was about to submit this to 961038 when it was duped. It seems that the problem has already been identified in Comment 1, but perhaps the exact regression windows could still be useful.

The issue broke between the 16th and 17th on 1.3 and 1.4, but does not occur in 1.2.
