* Reproduce Steps
1. Insert only SIM 2 in slot 1(slot 0 is empty)
2. Dial out a voice call to another.

* Expected Result
Call can be dialed out.

* Actual Result
It pops up  "To make a call you need to disable airplane mode in settings.

Bug 958412 is one of the reason blocking this bug. After fixing bug 958412, we can start to find is there any other bug blocking this.

* Reproduce Steps
1. Insert only SIM 1 in slot 0(slot 1 is empty)
2. Dial out a voice call to another. Unable to dial out.
3. Go to SIM manager, then back to dialer and dial out a call again. Call can be dialed out.
4. Switch SIM from slot 0 to slot 1, then power on device without accessing SIM manger first.
5. Dial out a voice call. Unable to dial out. Need to access SIM manager first to make it work.

Hi Tim, 

after testing more with the patch I provided on bug 958412, it works and fixes the problem. 

Maybe we have to set this bug as duplicate ?
