Attachment: Nav App Bar being dismissed automatically

When a user has completed a download, they can get into a situation were the "Navigation App Bar" dismisses automatically while in snapped view. I've reproduced this issue several times using the builds listed below.

- Attached a video to illustrate the issue (issue starts occurring around the 20s mark)

Steps to reproduce the issue:

1) Open Firefox Metro
2) Once opened, go to http://www.videolan.org/vlc/download-windows.html and select "Installer Package" (Tap on Save)
3) Once the file has downloaded, select the "X" under the "Download App Bar" to dismiss the "Download App Bar"
4) Slide in the Desktop from the left and snap it onto the screen (screen should be 50/50 at this point)
5) Once Firefox Metro is snapped, slide in the "Navigation App Bar" and tap on the "Completed Download" button to slide in the "Download App Bar"
6) With the "Download App Bar" visible, increase the size of the Firefox Metro screen
7) Dismiss the "Navigation App Bar" by taping anywhere on the screen and then tap on the "X" to dismiss the "Download App Bar"
8) Slide in the "Navigation App Bar" from the bottom once again and you'll notice that it will dismiss automatically

Current Behaviour:

- Once you resize Firefox Metro in snapped view and you have a download that is completed, you can get into a situation were the Navigation App Bar is dismissed automatically

Expected Behaviour:

- The Navigation App Bar shouldn't be dismissed automatically
