https://bugzilla.mozilla.org/show_bug.cgi?id=810092 is related bug that disabled it
I am not doing full builds so havent got user vs eng builds
My suggestion if I may is to flash an engineering releng build. ADB will stay on then. You can flash gaia on top of that so you don't have to keep building the whole thing.

Do you happen to know what flag controls this, I can flash my own gecko, not a whole gonk build though
