We don't use the QC ril that Mozilla was given as far as I understand.

I think this might be a dup of bug 967882. With airplane mode turned on and the wifi turned on, I can use the wifi without dropping. I also don't white screen of death.

this pr is produced on mozilla ril not qcom ril.
This pertains specifically to Cellular & Data settings; not wifi.
