[Flame] Internet connection drops occasionally and Cellular & Data settings go into an ambiguous state (can't tell whether on or off by looking at UI)

STR:
1. Launch settings => Cellular & Data
2. Turn on the data connection
3. Turn off wifi
4. Try to browse to several different (known working) websites, in succession, using the browser.
Expected result:
Browsing should work consistently. For each website, it should be possible to browse and view.
Notification bar shows "H".
Actual result:
Browsing seems to be sometimes working, sometimes not. Notification bar may or may not show "H" but in some cases websites cannot be browsed with "H" showing and vice-versa.

We don't use the QC ril that Mozilla was given as far as I understand.

I think this might be a dup of bug 967882.
With airplane mode turned on and the wifi turned on, I can use the wifi without dropping. I also don't white screen of death.

This pertains specifically to Cellular & Data settings; not wifi.
I'm able to produce this on qcom ril also, with the following configuration:

However it seems to be working fine on the base image dated 2/20. Same RIL version. Weird:
