In Chinese and probably other Asian languages, the display order of time and am/pm is different from western, this affects the action of time picker and for fields of times that are not localizable (e.g., Clock)

Expected Results:
Time strings could be translated to "下午 3:00"

Actual Results:
Only "3:00 PM" when not localizable
