968152 - Not all menus are accessible

Attachment: Accessible-event listener: menu-selection.py

Steps to reproduce:
1. Launch the attached accessible-event listener in a terminal
2. Use the keyboard to navigate in the following Thunderbird menus:
   a. Message -> Copy to Clipboard (arrow to/from message & headers)
   b. Write window -> Options -> Character Encoding (arrow amongst encodings)

Expected results: Each time you arrow, selecting a new menu item, accessible events would be seen.

Actual results: For other menus, things work as expected. But for (at least) the above menus, there are no accessible events.
