968190 - Deploy and updated tools check out to all foopies

This is needed for the newly developed logcat.py code in the tools repo that the Android pandas and tegras are supposed to use.

Unfortunately, the tools repo needs to be updated by hand with manage_foopies.py (I think)

I don't see a way to go back to a specific revision if anything goes wrong.
I'm thinking of adding that if possible.

On another note, the foopies have all sorts of different revisions checked out for the tools repo.

This command shows it:
python buildfarm/maintenance/manage_foopies.py -f buildfarm/mobile/devices.json -H all -j 100 show_revision

We have 9a70f6e8446d, 5022e4b1c97c, 824339975248 and cfeed16bb49f

foopy87 seems to be down.

Each foopy had a different revision checked out. This file keeps track of it.
