I have not seen this myself, but I think the "workaround" is to refresh about:accounts so that you get the "Manage" page/image to come up. Then you should see Tools > Sync Now.

Need another QA to confirm my theory...

This might also be down to a skew-related 401 on the triggered sign-in. Either way, not a good experience.

I have seen this, but only briefly on desktop/desktop.  eventually the menu item changes to Sync Now.

this is related to bug 969528. In the event that sync fails - UI says setup sync, but about:accounts says you're signed in.

This should be addressed by Bug 956605 (not showing the in content logged in state in about:accounts) and Bug 977502 (make sure that only auth errors trigger "reconnect to sync").

Fixed by Bug 956605 and Bug 977502 - leaving qa+ as a verify can't hurt!
