Overview Description: Add marionette test for Manage networks in Wi-Fi panel Steps to Reproduce: 1) run make test-perf APP=settings 2) run make test-integration APP=settings Actual Results: No such integration test in Wi-Fi panel Expected Results: Write that integration test and make test pass

Currently we can't test this with marionette js, after consideration, we decided to let "gaia ui test" to help us test first.
