The Mac Smart Scrolling preference dictates whether scroll bars should:
1) have arrows on top and bottom, or
2) have both arrows at the bottom
The mail message display pane ignores this preference, placing arrows like #1
even if Mac pref is set to #2.
the View Source window also suffers from this problem.
(sorry, I know this doesn't belong here, but I didn't feel like posting another
bug, and I figured if you fix one, you fix them all...)
Reproducible: Always
Steps to Reproduce:
1. on mac, set Control Panels -> Appearance->Options tab-> Smart Scrolling on
2. view mail messge
Actual Results: one scrollbar arrow on top of scrollbar, one on the bottom
Expected Results: both scrollbar arrows at the bottom of the scrollbar
Marking duplicate; reporter, refer to that bug (and it's descendant bugs) for more
information. (Yes, it works, but there are lingering issues, such as the fact that new
Mozilla windows will only show the correct arrangement on the SECOND document they
display.)

I have never experienced the "second document effect" but I'll take your word
for it. Sorry for missing the duplicate... I *did* search, but I obviously
wasn't thorough enough.
