969123 - Add support for tarako device image builds to TBPL

Bug 956631 is tracking adding them. Once it gets a bit further along, we should get the patches for TBPL support put together. We should also remove Buri Limited Memory while we're at it.

Jumping the gun a bit here, but I'm tired of getting caught off guard on these things. I'm assuming we'll want engineering builds for now. It's easy enough to remove if necessary.

I'll request review on this when we're closer to actually needing it.

Waiting until there's activity from RelEng to actually get these builds running in automation. This bug is just for adding support to the dashboard once they are.

@James: Again, this bug is *ONLY* so that our dashboard properly recognizes these builds once RelEng gets them running. This is not about the work of actually getting them running in automation.
