That panel that tells the user we are now syncing doesn't update or close when sync is complete, which may give the incorrect impression that sync is taking a very long time. It should either close or change to a message to reflect the sync was complete and would periodically continue automagically. CCing jgruen and rfeeley to help us with the UX aspects of this.
If the user's paying attention, it seems unlikely that they'd wait for it to go away before resuming interaction with their browser. If they're not around, keeping the panel open until they are is arguably a better option (ensures they see the notification). We don't have strings for "change the message", so that leaves us with "close the panel automatically", but I'm not convinced that's a good idea.

Yeah - this isn't the bug I should have opened. The real problem is that the panel floats on-top of other apps on Windows and doesn't go away as you click around - so it sticks out if you interact with another app while it's syncing (ie, "why hasn't it finished yet?"). Once you switch back to the browser it goes away on the first click - but not until then. So it's really a panel bug I meant to open, which I'll do with more info...
