Retire ES 0.17.4 on jenkins1.dmz.phx1

There is currently an ElasticSearch instance running on the jenkins master, this has been replaced by a dedicated host for running jenkins data services

Action Items
------------

* Reach out to users with indexes still on jenkins1.dmz.phx1 about migrating
* schedule retirement
* send out notification email

 * /var/log/elasticsearch

I failed to note the holiday when scheduling this, I'm going to proceed with it tomorrow at 9AM as no one has registered any concerns.
