Details
A finding in our Australis surveys is that many users (especially our more advanced audience and those with many add-ons) miss having a central place where all their add-ons can go without cluttering up the navigation controls. We should consider having an add-on bar that is turned on by an about:config pref or some other advanced setting, or some smart way to overflow lots of add-ons icons that can easily be customized (this is more than a simple "Bring back the add-on bar!" request, it is a "Figure out something smart for all the users with lots of add-ons")

Personally, I don't see why we shouldn't be able to just create arbitrary custom toolbars on the top, bottom, or either side.

This has already been extensively discussed over the course of Australis development -- we knew some users wouldn't like it and that this would be expected feedback. There's nothing new or alarming enough here to warrant reopening that discussion. Users who want a bar for lots of buttons can either install an addon (eg Classic Theme Restorer) or repurpose the bookmarks toolbar (if you're not filling it with bookmarks).
