Description:
In Dialer app, the Call log is scrollable in background after tapping on a non-contact call log item.  This issue does not occur with APZ disabled for apps.

Repro Steps:
1) Update a Buri to BuildID: 20140211174805
2) Have a history of calls in Dialer app from contacts and non-contacts
3) Launch Dialer app
4) Navigate to Call Log
5) Tap on a call log from a non-contact
6) Attempt to scroll Call log list in background

Actual:
Call log is scrollable in background

Expected:
Call log is not scrollable in background
