1.  Goal
* As a user, when I visit a page and Firefox detects the language of the content on the page to be different than my default language, I want Firefox to show me the Translation Infobar so that I can exercise my translation options.

2.  Acceptance Criteria
* If I visit a page written in a language other than my default language the Translation Infobar will appear as the page loads
