974092 - Bump b2gperf and b2gpopulate and release to PyPI

We need to bump b2gperf and b2gpopulate again, and release to PyPI, to pick up the gaiatest changes in bug 973822.

This kind of makes me think we need a gaiatest versionbumping script that does all of this automagically.

Verified FIXED; http://qa-selenium.mv.mozilla.com:8080/view/B2G%20Perf/job/b2g.hamachi.mozilla-central.master.perf/1406/console is running nicely, and although there are some exceptions in http://qa-selenium.mv.mozilla.com:8080/view/B2G%20Perf/job/b2g.hamachi.mozilla-central.master.perf.fps/1615/console, they are intermittent, and are outside of this bug's scope.
