We need an initial list of Tiles for the first release of the Tiles (bug 973273) project.  This bug will gather the list of tiles both Top Site and Sponsored Tiles.

Need a list of all the Tiles we will ship with to fill in the grid and the desired order in left to right order [ 1, 2, 3, 4, 5, 6, 7, 8, 9 ] . We can attach all the required images to this bug.
With bug 972930 to count the number of clicks on which types of directory tiles (sponsored vs affiliate vs organic), bsmedberg noted in bug 986319 comment 6 that we'll probably want more than 1 sponsored link so that we don't know for sure which sponsored link was clicked to protect user privacy for Telemetry not collecting browsing history.

We probably want to fill up the directory tile space with as many organic and some affiliate links for the initial list, so that seems to point to 2 sponsored links.

clarkbw, I believe the list of affiliate and organic links are pretty well defined at this point, so Boriss (or someone else?) can start attaching the images, so we can start replacing the PLACEHOLDER graphic for some tiles.

The list will need to specify which type of (sponsored, affiliate, organic) of each link.
Bug 975228 landed with a placeholder list with at least 2 of each directory tile type so that Telemetry doesn't know for sure which tile was clicked. All of them have placeholder images.
