972937 - List of Directory tiles for first New Tab release

1.  Goal
* As a product owner I need an ordered list of sponsored and top site tiles to appear in the new tab page such that there are at least 6 top site tiles and at most 3 sponsored tiles for a total of 9 tiles available.

2.  Acceptance Criteria (AC)
* 6 of 9 tiles are purely top sites (1 of which could be an in-house ad)
* 3 of 9 tiles could be sponsored tiles purchased by tile sponsors
* The list of tiles is arranged by the product owner in a specific order and should be displayed to users in that exact same order
* The first tile (in the top-left corner) should never be a sponsored tile but always an organic top site tile

3.  Notes/Supporting Documentation
* For this Directory Tiles v1 the set of tiles are a static list shipped with each release
* The ordering of tiles changes from release to release
* Creating a specific order to tiles enables us to understand if certain tile locations perform better than others
