Assume DUT is fugu device. Then I could imagine some errors happening with only one SIM case because bug 959920 has been reopened, and we are still working with partner to fix that. 

Please see if there's "ro.moz.ril.radio_off_wo_card=true" when you type "adb shell system/build.prop"
If no, then my bold guess of the root cause is bug 959920.

If yes, this would be another problem. Please enable ril debug messages and attach the log. Thank you.

I have attaced "build.prop" file and log file when i have done a call.

No ro.moz.ril.radio_off_wo_card in build.prop.
The root cause is obviously bug 959920.

I have done "adb shell setprop ro.moz.ril.radio_off_wo_card true" and device receives incoming call when only has a SIM card inserted

Per comment 7 clearing blocking-b2g: v1.4? flag, we will close it once we are able to check it with the updated base image including Bug 959920 fix. Thanks!
