976545 - Implement dropdowns with language list in Translation Infobar

As a user, I want the ability to change the language pair after my initial translation so that I can seek better results if I’m unhappy with my first attempt.

The translated state infobar requires two dropdown menus containing a list of supported languages. The first drop-down menu refers to the detect language of the page, and the second drop-down menu is the language the page has been translated into.

Acceptance criteria:

- The Infobar remains on screen until I close it
- After my first translation attempt to the content of the Infobar changes
I can manually select a different language pair in the Infobar
- Each time I choose a different language, Firefox will attempt to translate the page based on the updated pairing
- During an attempted translation the Infobar will change to its status indicator state
- The language pair choices Firefox offer’s will be limited to the pairs we support in the pilot

Per bug 977742, bug 977743 and bug 977744, the languages we want to list in the first drop down (detected languages) are:
En, Zh, Ja, Es, De, Fr, Ru, Ar, Ko, Pt

For the second drop down (languages we translate into), I'm not sure, but I assume we will have at least English, Polish, Turkish, and Vietnamese.

Or until 'Not Now' is clicked - Verified.

What about if I choose the same language, it still attempts to translate again. Is this the correct behavior? 
I mean if the page was translated I don`t see the point of translate it again to the same language.
