In order to tell Firefox not to translate any pages, a checkbox needs to be added to the “Content” tab in the browser preferences, underneath the “Languages” heading. This checkbox should read: [X] Offer to translate pages written in other languages into my default language By default the box is checked, meaning that the translation infobar will appear. If a user unchecks the box, the infobar will no longer appear when a user visits a site written in a foreign language Acceptance Criteria: * “Offer to translate…” checkbox is checked by default on new installs of the browser * “Offer to translate…” checkbox is checked by default on versions of the browser updated to include translation * If “Offer to translate…” checkbox is checked and a user visits a page written in a foreign language, the translation infobar appears * If “Offer to translate…” checkbox is NOT checked and a user visits a page written in a foreign language, the translation infobar does NOT appear

This is basically a dupe of bug 977650, and with the existing work there (from bug 976574), this bug and the story (bug 977648) are covered. The only extra thing here is "checked by default on new installs of the browser", and "checked by default on versions of the browser updated to include translation", which is basically the same thing. But I think this should have a separate bug in the future (as we are not gonna enable this for all users anytime soon before we run the limited experiment)
