+++ This bug was initially created as a clone of Bug #977756 +++

This includes the non-DOM-facing portions of the patch to expose previewZoomLimit in bug 977756.

It was found through testing that previewZoomLimit doesn't work as expected; rather that holding off some related fixes and tests that were included in that patch, I've moved them to their own bug here.

This patch is a strict subset of the patch in bug 977756, so carrying r+ forward.
