981004 - Reftest svg/smil/transform/scale-1.svg is fuzzy on Mac & Windows

As noted in Bug 980783, reftest svg/smil/transform/scale-1.svg is fuzzy (although it's apparently less fuzzy than it used to be).

On Mac:  max difference: 1, number of differing pixels: 3
 - Each of the rightmost faces each 1 fuzzy pixel on the inside-the-eye edge of their right eye's stroke.
 
On Win8: max difference: 1, number of differing pixels: 3 
 - Each of the leftmost faces have 1 fuzzy pixel just outside their outer left edge. Test has rgb(255,255,255), reference has rgb(254,254,254)

On Win7: max difference: 12, number of differing pixels: 27
 - The same pixels as on Win8 are mismatching (with the same color values), plus a column of 8 pixels to the right of each of those pixels. (on the black stroke)

The above info is from this Try run (which has no fuzzy annotations at all on this test and hence shows the test-failures due to fuzziness):
